Hierarchy
The clan's hierarchy system is that of a four pronged council where the leaders of the three aspects of Genkin and the clan king discuss all clan business, While the three other members of the council are highly respected and are voted into their positions and their word is valued the clan king who is born into their position has the final say. The king always comes from the same family line meaning that the clan leader (whom can only have one child by clan rules) steps down or dies their son or daughter is now the clan leader (king or queen) no matter their age though if too young the council will advise them and act as king/queen regent until they come of age.
The clan leader has the ability to overrule and change whatever they like within the clan without the councils help, However, it would not be wise for a clan leader to become a power hungry tyrant because the council members can ask for a vote of instability which basically states that the clan leader is not a responsible leader and that they need to be dethroned until they have a heir to replace them with (or if one is already available no matter the age they become the new leader), This vote is given to the members of the clan and the king has no vote. Also if the leader has no known heirs their is a vote (much like the vote for council) to elect the new royal line and until a new royal line is chosen the council will run things.
However, if the clan members decide that the clan leader has been a responsible leader the council members are executed and a vote is held to find their replacements making this a last ditch effort and a risky card to play which balances the act. The council members act as the head trainers of the three disciplines of the Genkin clan abilities. The disciplines are the abilities granted by the clans KKG and while basic knowledge on all three is required to be considered a full shinobi of the clan it is not required they master any of the disciplines or even use them in battle.

History
The history of the Genkin Clan starts further back than what will be stated here but we shall only cover the most important details of the clan. What came before the finding of chakra, no one truly knows but it is well documented on how that change came about. Because of this the clan began to thrive as it was on of the few ninja clan that unlocked a KKG when they found out how to utilize chakra.
They were one of the few clans that had every single member of their clan exhibit the KKG from birth as all it took to activate it was for the clan member to mold chakra for the first time. However, things got rocky after a few years within the clan. It started with the birth of twin girls Mai the older more compassionate and talented Kunoichi and her several minutes younger sister Terumi whom was just as talented as her older sister but much colder and ready to do whatever it took to reach the forefront of the Shinobi world. They were born to the clan king and because they were twins their was no apparent heir and the King would have to make a choice between them when he stepped down.
The two sisters though fundamentally different got along very well and were each others best friend and training partner. Always training and playing together the twins became very strong. So strong that their father had a very hard time figuring out who he wanted to succeed him as his heir. He put the decision off for too long and died before electing a heir leaving the clan leaderless with two ever different but evenly matched candidates. The clan debated and held votes but was always cut down the middle. Terumi who was eager to win control from her passive and compassionate sister offered a sparring match between the two sister whoever won would lead. Mai whose need to please everyone and keep everyone happy agreed as it would put in end to the infighting.
The days leading up to the sparring match, that would decide the future of the clan were the first and only times in the sisters life that they did not spend at each others side. This was mainly because all their sparring matches to this point had ended in a draw as they were evenly matched and spent so much time together that they could predict what the other would do, so to make sure that did not happen the clan decided that they should train alone up until the sparring match to try to learn moves to surprise the other. Another fail safe they put on the match was that it would not end until someone loses even if they were both knocked out they would wait until one awoke and whomever woke first would be the victor. If they were to somehow wake at the same time then the fight would continue.
The day of the spar came and all of the Clan took attendance. The spar was fierce with the two sisters giving everything they had both fighting with enough intensity that they would have killed their opponent if their opponent did not know them so well and could avoid their attacks almost by instinct. This lasted for seconds, minutes, hours, days, weeks after a month of continual fighting the two sisters begun slowing down and once they started to slow down it was obvious that they both though fighting so fiercely were holding back. The Clan began to become divided while watching yelling and bickering between each other. It was then that the sisters decided to put their individual training to the test.
Terumi knew that the only reason the spars of the past always ended in a tie was because her sisters soft nature never allowed her to take the winning blow and although Terumi was a genius in her own right she was not as talented as her older sister but she had something that her sister did not. An iron will when it came to doing what needed to be done. She knew that it needed to be her that won this spar. So when her sister began dashing toward her she put her hands down. To everyone else it would seem as if she was giving up but in actuality she was preparing the jutsu that she created for this very moment. Her sister saw what appeared to be a surrender and stopped right in front of Terumi with a clearly confused face. Looking into her sisters eyes Terumi quickly used several handseals and enacted the Memories of No One jutsu. The jutsu rewrote her sisters memories making her feel like she was always inferior to Terumi and that her father had chosen her and that they were just sparring for fun.
Those who were rooting for Terumi rejoiced while those that were rooting for Mai felt as if they were cheated. In the days that came the there was civil unrest within the the Clan those who thought that Mai should have been the rightful clan leader were beginning to assemble. Because of this Terumi enacted a terrible plan that would bring peace to the clan. She called a meeting and had Mai pose as her and during the meeting she rewrote everyone who entered the meeting's memory effectively creating a false peace upon the clan.
However all was not as it seems as Terumi was forced to also rewrite the memories of those who sided with her to make sure that the truth was never found out. A lot of the members of the clan had to have a good portion of their memory rewritten which had adverse reactions and placed a bunch of them in a coma. Terumi found herself coming up with lie upon lie to explain away what she had done and why her clansmen were currently in comas they may never awake from. This was around the time of the human arms race and during this time the Genkin clan all but disappeared.
Not able to live with the guilt of what she did Terumi decided it was time to erase her own memory while also writing down the secrets of her jutsu and explaining the adverse effects it could have on those it is used against if too many memories are rewritten or removed. However, the amount of memories she had to rewrite and remove from herself was far too great and left her in a vegetative state for the remainder of her life. It is unclear if this was her original intention (it was) but when the scroll was found and read by Mai it became clear what had transpired in the clan and instead of vilifying her sister for something she would never remember (as removing the rewrite is just as dangerous as making it) she decided that living as a vegetable and being remembered as a hero while not was punishment enough.
Since then the clan has lived in relative peace and Mai (who eventually reclaimed her memories) put a rule in place that the clan king may only have one child. This would prevent something like what happened with her and her twin sister from happening again. In her old age she began to suffer from psychosis and paranoia and as a result of retrieving her own memory. As such she decided (when lucid) to lock herself away as she was starting to think the clan was against her and wanted to use the jutsu against them. Upon locking herself in her crypt the clan prospered on like normal never knowing the great tragedies that befell it due to the treachery and heroism of two twin sisters.

Abilities
Aiongan (Eye of the Time Lord)
Unlike most other Dojutsu in the shinobi world the Aiogan does not change the color or appearance of the users eye, is always active and does not have a constant chakra drain. The abilities of the eye are ingrained in each individual and although the abilities are passive they are limited and require the use of jutsu to fully realize. It requires the user to train with the eyes in order to use any of the passive abilities which makes stealing the Aiongan without having someone to teach you how to train the passive abilities (or some kind of idea of how to do it yourself) pointless as the abilities will be out of reach as it takes more than just having the eye to use it. Given that so few have witnessed it as far the shinobi world is concerned, having first hand knowledge on the passive abilities and how to train them are very unlikely and this mystery is used as a defensive strategy by the clan. Many clan members go to great lengths to pass their clan abilities off as something else so that none would know they have a KKG so that they will not be targets for cultivation and their graves would not be robbed.
Using thr Aiongan the Genkin member can alter the perception of time. Which is the meaning behind the name of the eye itself, while Genkin do not believes themselves the lords of time they believe time is a lord and they are all slaves to it. There are three disciplines to time that all mortals must contend with: the past, the present, and the future. Each one commands a particular aspect of time for either the user or the individual(s) they are affecting. With each discipline bleeding into the next to improve upon and with both the past and present showing a clear but even changing picture of the future.
The first discipline that is taught within the clan is the easiest to grasp outright but the hardest to move on from; the past. Within this aspect of time, the user will have perfect recall able to relive any memory from any point in their life as if they are reliving it. The dōjutsu recreates the selected event exactly as it occurred, even allowing the user to feel the same sensations as they had when the memory was being formed, which would even allow them to pick up on certain details they missed or overlooked the first time. The reviewing of memories can take either a second to view them all or vast amounts of time to view one depending on the users skill. With the most advanced users being able to relive their entire lives in great clarity and detail in mere seconds (though to them it will feel like it actually happened in real time), while the lesser users will relive a memory that truly only lasted a few minutes for an hour (though to them it will feel like it only lasted five minutes). This can make one get lost in memories and their have been times where a Genkin clan member has lost themselves in a pleasant or unpleasant memory never to come out of the trance as they were either not competent enough to handle the memory (as over-stimulation in a memory can leave one repeating the memory over and over again) or their will to leave and move on just was not great enough.
While this discipline can be used to recall perfectly the user's own memories, it can also be used to probe and steal the memories of others for later use. Though it helps its success rate if the user is willing, weakened, or somehow incapacitated (though using jutsu bypasses this). These memories can be shared with others through the clan member touching whomever they wish to share memories with (or them touching the clan member, which can be done forcibly to make the Genkin member share memories). While their are jutsu that transmit the memory for all in the surrounding area to see the eye cannot do so passively.
While the past is useful in some ways it is the present that allows the Genkin to fight in real time at a higher level than normal. This discipline greatly amplifies the dōjutsu's ability to read a situation in a matter of seconds and allow the user to react accordingly, if their body can keep up with their mind and the speed of their opponent that is. This allows the Genkin clan member to pick up on minute details and also allows the eye to track the movements of a target's body. However, in exchange for a better processing time (the speed in which details are read and recognized) the eye is unable to see chakra making it one of the only Dojutsu in the shinobi world without the ability to see chakra within the body in any shape or form.
Its abilities are not solely useful for combat however. The discipline can also increase detective skills as well. For instance, one would be able to look at their surroundings with greater detail and from looking how things are affected could easily and quickly deduce what happened within the area recently. In short the present aspect of the eye beefs up the user's visual relation to a situation and allows them to physically research it as a studious detective might, in record time.
Lastly the eye can combine the perfect recall of the past discipline and the excellent detail grabbing and deduction of the present discipline in order to see a clear, but ever changing, picture of the things to come. This is by no means telling the future just reading patterns and picking out the scenario that is most likely to happen next based on actions of the past and movements of the present. The disciplines of past and present must work together in harmony in order for a clear picture of the future to be seen. When first using this ability the user will have a hard time choosing the most likely scenario to take place but with practice merging the two disciplines into the third more adept users will be so good that they could even predict speech. However one blind side of this discipline and the present discipline for that matter is spontaneous and unplanned movement.
Being surprised by something that was not seen at all can be very demoralizing for a Genkin and may cause them to doubt their abilities and with the Aiongan doubt is a huge crutch as it does not work as well if you second guess yourself even for a moment. Because of this members do not usually rely on the eyes passive abilities during battle and use it only for a quick trump card to turn the tide.
