Hierarchy
The clan Hierarchy is simple. Their is a leader and they choose a heir whenever they feel like choosing one and when they die their heir takes over. There are no rules for picking an Heir besides the heir must have been born into the clan and have access to the Hiden. If a clan leader dies before choosing an heir the Jounin of the clan will convene and choose a new leader from among themselves.
History
The Hozuki were always considered to be an elite clan within Mizu no Kuni their Hiden seemed more like a Kekkei Genkai and they continue to put up this front as it helps protect their secret. Because of this Hozuki clan members when talking about their jutsu will refer to it as if it is were a Kekkei Genkai. Throughout the history of Mizu no Kuni the Hozuki have been on the front lines of almost every battle showing off their skills as elite shinobi. Because of this they were a highly sought after clan for missions as they would almost always get the job done. The Hozuki have always had a tradition of naming the members of the clan with the ending suffix Getsu which is a tell tale sign of whether or not a member of the clan was born into it or married into it.
During the human arms race the Hozuki largely stayed out of it other than going on several missions in order to help capture a Jinchuriki or Bijuu, though they themselves have never attempted to house a Jinchuriki. They figured that with their Hiden they were human weapons enough and did not need anything that would make them even more of a target on the world. Plus if one of their young ninja were captured and experimented on their great secret of their Hiden not actually being a Kekkei Genkai would be exposed. That being said that were content as they were and raking up missions as one of the few clans that were not actively attempting to create a Jinchuriki or regain a Jinchuriki or Bijuu that was lost to them. This allowed them to consolidate their power in a time where most clans were slowly losing power, which in turn allowed them to become one of the most prominent clans within the world.
300 years ago when the Jinchuriki race finally calmed down Mangetsu the then clan leader decided that he would cement the Hozuki as powerhouses in the years to come. As such he attempted to overthrow and replace the Kosui no Kuni Daimyo in order to gain dominion over a land where it was almost always raining. Mangetsu waged a secret war with the Daimyo using clans in the area and sending them on seemingly innocent missions that alone posed no threat but together would weaken the Daimyo's hold on the land. When he was finally ready to make his move Isobu reared his head and in the ensuing battle Mangetsu managed to destroy the beast but succumbed to his wounds. Having not known Mangetsu's plans to overthrow him the Daimyo celebrated Mangetsu for saving his country. Since then the Hozuki have quietly been going on missions the same as usual awaiting their chance at greatness.

Abilities
Suika no Jutsu although it is technically a jutsu it manifest itself in the form of a special ability, as such when a clan member is making their app this jutsu will be placed under the Hiden/Hijutsu section and given its own grade with how well the user can use it. This is subject to change depending on what the staff feels is a good grasp for the given rank of course (meaning that the staff can ask you to change the level of control you have of the jutsu if they feel it is too much or too little for the rank you have with the Hiden). What the Suika no Jutsu actually does is simple yet extremely useful for tactile situations.
This technique makes it impossible to receive damage from physical attacks. From a single hair, to the skin and muscles, everything can be liquefied and solidified at will. Be it to evade an enemy's attack during a short range battle, to infiltrate a structure, or to launch a surprise attack in a liquefied state, this technique boasts a high strategic value. Applying this technique, the user can also modify their body parts for suitable situations or even use the liquid as projectiles. though this does not mean that they can do all these things passively each requires their own jutsu. The only passive ability would be the ability to shift from solid to liquid form and back again (though doing so does require a low amount of chakra).
However the technique is not without its drawbacks as locking them up in an airtight container so they cannot move about would effectively stop them. Also when passed out they turn into a jelly like state. Since this technique turns the body into water, the Hōzuki are extremely vulnerable to Lightning Release techniques. Also the technique is harder to use without enough surrounding moisture though it can still be used by someone of great skill without a problem. Lastly if rushed the user would not be able to turn themselves back into their solid state which effectively immobilizes them.
